Capt. Steve Hampton is a seasoned police commander whose confidence, discipline, and command presence make him appear every bit the respected law-enforcement veteran. He runs his unit with a results-first mentality and believes aggressive policing is not only justified, but necessary. Hampton sees himself as someone willing to do what others are too weak or politically cautious to do, especially when dealing with repeat offenders and the drug trade.

Behind that professional exterior is a much darker philosophy. Hampton has convinced himself that the people he targets deserve whatever happens to them, allowing corruption, prejudice, and theft to blend seamlessly into his version of justice. When David Jones begins connecting multiple cases involving missing money, Hampton’s carefully controlled mask starts to crack.
